In my experience the difference between them is narrower than the marketing suggests, and it comes down to three things: whether you can read real bids before you deposit, whether you can price individual sources instead of the whole campaign, and what the floor is on the way out. Six of the seven start at $100 or more, and those are card figures: wire transfer pushes the floor to $1,000 at PropellerAds and Adsterra, and to €500 at HilltopAds. AdsCompass at $50 is the only entry below that band, which matters little if you are moving real budget and a great deal if you are testing a GEO you have never bought before. I would read the last column for a different reason: PropellerAds does not accept adult campaigns at all, and HilltopAds sells inventory it contracts directly rather than reselling. Neither fact shows up in a price comparison.

Entry price gets published because it works as a marketing argument; what determines whether a campaign returns does not. Bids you can read before you fund the account

Nobody publishes a real rate card for pop, and I think that is defensible: prices move by GEO, device, vertical and hour, so a static one would be wrong inside a week. Hiding the numbers until after a deposit is not defensible. A platform I would fund lets me register free and open an estimator showing bids per GEO and format with the volume behind each.

I read that screen as a distribution rather than a price. A tight spread on thin volume means a handful of zones, and the campaign stalls the week they saturate. A wide spread means everything rides on which sources you win.

A price per source, not per campaign

Pop inventory is not uniform. One placement converts, the next one beside it in the same GEO produces loads and nothing else. If your only lever is a single campaign bid, you are averaging good zones and dead ones and paying the same for both.

Source-level bidding fixes that: upload lists of source IDs, set a separate rule for each, push the converters up and hold the rest at floor. Blacklists and whitelists by IP, ISP and source ID run alongside. Of everything in this section, this is the one I would refuse to give up, because it makes the biggest difference to what a buyer pays per conversion.

Volume claims you can read critically

Headline numbers are almost never audited, so I divide them. Take a platform stating 30 billion bid requests a day, roughly 900 million impressions and 30 million clicks: that divides into a 3% fill rate and a 3.3% CTR, ordinary figures for an exchange. The catch is that these are platform-wide totals across every format the network sells, and a 3.3% CTR can only describe push, native and banner. It cannot describe popunder, where the click and the page load are the same event. I read headline numbers as the size of the exchange, never as a pop benchmark.

Worked against that list, AdsCompass answers three of the five: $50 in and $50 out, a Traffic Calculator open to anyone who registers, and source-level micro bidding. The two it fails are just as concrete: optimization is manual with no CPA-goal engine, and revenue share appears nowhere in the publisher cabinet, which I could not find stated anywhere on the platform.

Tier-1 pop clears in the low single digits per thousand loads, but the figure that matters is attached to your GEO, device split and vertical on the day you buy. Popunder Ads for Publishers: Payouts and Site Rules

Selling the format is simpler than buying it, and riskier in one specific way. Mechanics are ordinary: JS codes, a direct link or widgets, reporting by date, widget, GEO, source and site, usually an open API. Sites are premoderated before going live and antifraud filters bot traffic afterward. Withdrawal floors cluster around $50, where AdsCompass also sets its deposit minimum; RTB publishers sit on Net30 by default with individual terms negotiable, direct publishers request payouts on demand.

Put the two sides next to each other and a gap appears. Buyers pay low single digits per thousand in Tier 1; directories circulate a publisher figure closer to a dollar and a half per thousand visits, with no methodology attached. That spread mixes three things: the auction rarely clears at the top of the buy-side band, buy-side benchmarks describe filtered premium inventory while sell-side averages describe everything, and the exchange takes a cut in between. Public numbers do not separate them.

Admission is the soft spot across the category. Networks publish no traffic threshold, and third-party listings disagree by an order of magnitude: some state no volume minimum, others a starting point near 30,000 visits a month, one directory quotes 100,000 monthly visitors. None of those figures carries a network's name, and moderation is case by case.

The Google Rule That Decides Where Popunder Ads Can Run

AdSense policy is explicit and broader than most publishers realize. Google ads may not be displayed in pop-ups or pop-unders, and separately, Google ads are not permitted on sites that contain or trigger pop-unders at all. The ban follows the site, not just the window.

Chrome enforces on top. A site marked Failing in the Abusive Experience Report has new window and tab requests blocked, and after 30 days in that status Chrome strips all ads from it.

Industry standards sit somewhere else, and they moved this year. The Coalition for Better Ads announced updated Standards on January 14, 2026, on research with more than 55,000 respondents across six markets; cumulative participation now passes 150,000. Four experiences were added, two on desktop and two on mobile web, all concerning ad density and sticky video. A four-month Industry Adjustment Period applies, so adopters do not treat them as live before May 15, 2026.

Note what is absent. Pop-up ads have been sub-threshold since the original 2017 Standards; popunder has never been named, and the 2026 update did not add it. What constrains the format in practice is Google's policy and Chrome's enforcement.

Depth is where platforms diverge most and advertise least. A workable setup reaches 200+ countries down to city level, then layers device, OS and browser with versions, ISP or carrier, browser language and connection type, plus retargeting on a server-side pixel.

Two filters are not standard across pop networks, and AdsCompass has both: exclusion of IPv6 addresses and exclusion of proxy connections. The proxy filter cuts a slice of GEO spoofing. IPv6 I treat as a trade-off dressed up as a bot filter: automated traffic does sit on IPv6, but so does a large share of legitimate mobile traffic, because carriers in many GEOs hand out IPv6 by default. I switch it off on desktop first and test it against mobile volume before leaving it off there, or you pay for the privilege of blocking real users.

I would use carrier targeting rather than leaving it open, because one ISP often carries most of a GEO's volume and its numbers sit further from the country average than the country does from its neighbours.
